Over 4,000 comments have already been submitted to the EPA, with CCS champions emphasizing the Texas Railroad Commission’s experience, the benefits Texas communities will see from timely CCS development, and the importance of making sure Texas remains the nation’s leading energy innovator and producer

“By giving Texas the authority to manage CCS permitting, we can empower our state, our communities, and our workforce.” – Tracey S. Wheeler, President & CEO of the Baytown Chamber of Commerce

“Carbon capture and storage (CCS) is vital to Texas’s energy future and has strong bipartisan support. Lawmakers recognize CCS as essential to reducing emissions, improving air quality, and maintaining global competitiveness.  – Ana Hernandez, Texas State Representative, District 143

“Texas has long been a leader in energy production, with a legacy built on innovation, resilience, and responsible development. Now, with CCS, we have an opportunity to carry that legacy forward—strengthening our economy, creating high-quality jobs, and improving air quality for our communities. Granting Texas primacy could streamline the CCS permitting process, helping ensure that CCS projects can move forward efficiently.” – Jeff Branick, Jefferson County Judge

“Today, carbon capture and storage (CCS) represents the next major opportunity—not just to strengthen energy leadership, but to create new jobs, attract investment, and future-proof our manufacturing sector. Granting Texas primacy would unlock CCS projects more efficiently, giving our region a competitive advantage.” –Frances Castañeda Dyess, President of the Houston East End Chamber of Commerce
